Jasper Wu, of Fremont, California, was just shy of his second birthday when he was struck and killed by a stray bullet while traveling with his family on Interstate 880 in Oakland.  The round was part of an exchange of gunfire between two vehicles traveling in the other direction.  No one besides Jasper was struck and no suspects are in custody.
