Jesse Porter, 58, a retired Washington, D.C. police lieutenant, shot and killed Maurica Manyan, age 25, a woman who worked as a special police officer in the DC Public Library’s public safety division. Porter shot Manyan just after a police training that Porter had been conducting at the Anacostia Public Library. According to the report, Porter thought he was using a “training gun” at the time of the incident.
